Anyone who wonders how sh!t like this can happen should watch the Kelsey Grammer classic The Pentagon Wars based on the true story of a similarly bollixed defense program.
This movie is used in formal courses on project management as an example of poor project management on many levels.

Good movie, some dramatic licence, but not far off target
If we ever have to fight a real war again? Firing, or simply retiring via firing squad may be necessary for 90% of the perfumed princes in that 5-sided wind tunnel
Expect the real crunch in naval warfare in the 20's , or the "terrible twenties" as Sal calls it. Maybe sooner if some of these cute aluminum yachts get incinerated by something mounting more firepower. Like a PT boat

I'm still not following what exactly these things are for......they're going to patrol shallow water and.....do what exactly? Make rude gestures at the enemy? Seriously this thing is armed with the equivelant of a BB gun and a few bottle rockets.

You could (and some likely have) write books about the level of epic fail involved in these disasters. I would take a wild guess and say that a lot of the generators of the concept had political sea daddies with an agenda to push.
