The write up is a little more serious... says the area was under water 20 minutes after the rescue, I presume by the rising tide.

I am guessing that really was at Truro in the UK, but at Truro, Nova Scotia there is virtually the same thing. The tide comes in in a wave and rises several feet within minutes. The phenomenon is called a "tidal bore." [which is different from a colossal bore.] Along the banks the clay-like mud is piled three-deep thick.

Yep! I live about 45min from Truro NS. Windsor NS is the same too, tons of mud at low tide. I've had the pleasure of exploring areas.
