I bet that if you started waving your arms frantically, a boater or other person on the beach would stop and check on you. The boater probably wants to avoid getting stuck in the mud.
I think that others would expect you to call for help if you needed it.
A good prop (and safety device) would be one of those stand up paddle boards. "Yep officer, I slipped off my paddle board. Kind of muddy here."
