When you're thinking about the real thing then the answer is no. The more you move the more water is pushed out of the sand and it will settle around your hips and you're more stuck than you can even imagine.

The short answer is no. The long answer is, it depends...
It depends on the actual substance (real quicksand won't do, but other quicksand-like substances might be an option) and how deep that person is. Obviously twerking is still possible while you're only knee-deep
... and it would gradually become harder to do from there on down. I suppose it also depends on your definition of "twerking", ie. how fast that move has to be made in order to qualify as such.

It'd probably be possible in peat. I know Regina Anne did a very memorable "belly dancing while sinking" scene for Club MPV a few years ago!

Making a thrusting movement is certainly possible in peat or clay. It might be possible in a man-made sand pit, depending on the water flow rate, and I suspect it would be possible in most anything to an extent unless the substance is totally locked up as suggested by others here. Doing this in a squat position, however, would be pretty much pointless below the surface as it would just be implied. I think I've seen several actresses do this sort of thing in a minor way while filming but I do not remember which scenes they were and it was not the focus of the scenes involved anyway.

That was my first thought. It had the benefit of Fred having tweaked the peat to perfection that day. It would require a performer of substantial physicality and rhythm to make that work in sand but there are a few who could pull it off.

So tweaking leads to twerking? Is this the Domino theory? Is tweaking a gateway procedure?

I have envisioned something similar, involving two women facing each other in thick mud. While around waist deep, one makes a forward thrusting motion, with the mud sending the motion to the second woman, who then returns the "thrust", gradually getting a rhythm going with the mud between them swaying between them, giving them both orgasms building up each time they "receive" the mud "wave" and "thrust" it back!
