You gotta read between the lines of the article. 
They're "warning" people to stay away but it sounds to me like now that the construction phase is over and the island is vacated, they really have no legal authority to stop you. If they could fine you or arrest you for going there they would've said so.

A small hovercraft would be much better.
Provided you could find a place to get up and over the berm, you would be out of sight, and also have mobility in the interior.
