They're making the same mistake the US did sixty years ago--going full steam ahead with economic development without taking environmental concerns into account.
The good news is as bad as the damage seems it is reversible. The Cuyahoga River in Ohio was at one point so polluted it caught fire not once, not twice, but a thirteen times before the EPA was created in the early 70's and began cleaning it up. Today most of it is safe enough to swim in. That's amazing progress for less than a generations time having passed.
