Too early to know anything yet
But, that mod of KC-130 was scheduled for replacement. And they deferred the funding.

By the impact crater and relatively intact shape of the debris minus the rudder, it sure looks like a flat spin

Information so far is structural failure at 20k and spun in. Witnesses report the aircraft corkscrewed in, inverted no less
