I'd have to say "not correct" although one never knows when some other connection might turn up. "The Time Meddler" involved another time lord (called The Monk) but so far as I am aware the Monk is not the Master and the actor playing the monk never played the Master. The "Asian dude" in Time Flight WAS the master, simply in disguise and later revealed himself as such so that does not work for the trivia question either.

Hint 3: You are not far off, however.

No. In Keeper of Traken, the actor who subsequently played the Master played another role. That could be the answer if the question was "When did the actor who played the master play a character other than the master?" but that is not how the question was written. The Deadly Assassin was the Master all the way.
