Has anyone here constructed a farm pond?

I'd like to inquire if anyone here has constructed a small farm pond. By "constructed" I mean actually having done the design and heavy-equipment work, not having hired a contractor. You'd think it wouldn't be a problem. Usually it isn't. But I heard some horror stories of one guy getting in trouble with the E.P.A. and lost a ton of money fighting the government. I think it had something to do with 'wetlands'. Be careful.

Mostly the trouble would be if one tried to build a pond or anything else on land that was already a natural wetland and did so without proper permits. I understand that if one creates a wetland and that wetland is large enough (which mine would not be) there is even some potential for partial government funding.
