Pilot was IFR rated for flying in poor visibility. Pilot was operating with assistance from traffic control. Pilot was told more than once that they were too low for the area. Pilot appeared to be climbing at time of impact.
Appears to be simple pilot error. No pressure to fly in poor weather revealed at this time. Just misjudgment by one of us imperfect humans.
