An Olympics Trivia Question

I am sure most people know that London is the only city, so far, to have hosted the summer Olympics three times. It might be less well known that Paris will join the family of triple hosters in 2024 and Los Angeles will join in 2028.

But this question deals with non-hosters. It is a matter of opinion, of course, but name a city that has TWICE, and in many people's eyes very unfairly, failed to host the summer Olympics when it should have succeeded?

Hint: The city in question is in the USA.

Correct. Chicago WAS awarded the Olympics for 1904 but they were moved to St Louis because of the centennial of the Louisiana Purchase. Then they were one of the four finalists and widely expected to be the winner in the bids for 2016 but were cheated (in many opinions) and did not even make it to runner-up.
