Request for a software suggestion

This is to ask if anyone can recommend a piece of software that will be certain requirements.

One requirement is that the software be free. Another is that the format used for files must not be proprietary. Right now I am using Open Office Writer and that does everything I need but does not do one additional thing that would be helpful.

What the program must do, and currently does do, is display a series of photographic image files and some text associated with each. The text must NOT be on the image itself but must move with the image if the image is moved. I am currently doing this by simply inserting a series of images into an ODT format document and adding the text as a caption.

The one thing I cannot do with Open Office Writer is to also be able to display all or part of whatever EXIF information is in the image file. For those who may not know, EXIF refers to information stored within the image file itself. Much of that is created by the camera but other elements can be added by the user.

I know quite a few members here are heavily into photography. Any suggestions?

By way of explanation of what this is for:

Two things I do on the side are taking pictures of small objects and converting old prints, negatives, and slides into jpg images. Typically these jobs are done involving a fair number of objects or old photos. I typically provide my client with a computer folder, or folders, containing their images. What I would like to also do is to put a folder of images into a very simple electronic photo album that would add whatever text the client wants to each image. With both the album and the folder the client can then simply watch a slide show using Windows Explorer or maintain other documentation in the album. So that the client can do this without further expense is the reason the software needs to be free. So that the client also has complete control over the fate of their images, any on line album system is not acceptable.

For some uses of these pictures it may be useful for the client to be able to see the EXIF information. This can easily be done, including editing the EXIF, using Bridge but it would be nice to have this built into the album if something like that exists.
