Actually, not having a coast is no bar to having a navy; Bolivia has a navy, one gunboat, sailing endlessly back and forth in Lake Titicaca, deterring an invasion from Peru; and both Kazakhstan and Uzbekistan have navies, although the only water that seperates them, the Aral Sea, dried up years ago (it's now the Aralkum Desert)
