The original question allowed for that. She never met FDR. The was not yet queen when she met Truman and Hoover was no longer President when they met. Note that FDR never visited the British Islands while President. This was largely because he had many supporters from Ireland who were not fond of the UK. He met Churchill in many places but not in the UK.

If it makes you feel any better Duncan, you're not the only one. I too neglected to read the whole question, and only considered Presidents since Queen Elizabeth came to power in my answer :?

If one really wanted to be picky, the answer could be: Queen Elizabeth never met any US Presidents, the USA didn't even exist during her reign. Queen Elizabeth II is the British Monarch who met 13 US Presidents ;)

There was a play on the London stage a few years back called "The Audience" in which Liz met all the British Prime Ministers from Churchill (during his second term, 1951-55) to Major (1990-97); the play is notable for an incident during the interval when Helen Mirren (who was playing Liz) went out into the street to remonstrate with some street musicians who were making so much noise that the actors couldn't be heard, while she was still in costume and STILL IN CHARACTER; after she had said her piece ("One's audience has come a long way and spent a LOT of money to see one on the stage and NOT to listen to you lot, so why don't you all just NAFF ORFF and make that racket somewhere else?!") and gone back into the theatre the musicians said,
"Dude, we've just been bawled out...by the QUEEN!"
"Yeah man, we'd better, like, split, before she sets the Household Cavalry on us!"
Pity that it wasn't Hayden Gwynne who had gone outside, because SHE was playing...Thatcher! Who had just died! Imagine their reaction....
"Aaaaaaaarrrrrgggghhh!!!! She's BACK! From the DEAD! Zombie Thatcher!"
"Aaaaaarrrrrrggggghhhhh! Quicksand! I'm sinking! I'll go straight to the bottom of.......GLURP!"
(a month later)
