Trash Panda. It's climbing the fence, not behind it. If you zoom way in on the still photograph you can see his little bandit face, four legs splayed out gripping the chain link, and the tail hanging straight down.
Wandering around rural areas in a fur suit at night would be a good way to end up tied to the hood of a truck on your way to the taxidermist.

Regarding those security cameras:
I had a almost run-in with a trail-cam once. They can really ruin a sinking experience.
