YouTube safety mode

I keep running into the safety mode. I click where it shows it's "on", and it gives me an option to turn it "off" and save. It then proclaims I have successfully disabled the mode, then it still says the safety mode is on when I try to link to a video. So, even if it makes me think I'm disabling, it still is enabled. What gives?
