Something similar happened in Odessa during Soviet times. They flushed a lot of brandy into sewage (and ultimately into the Black Sea). But in that case it was intentional - they had some unaccounted production, what supposed to be the most terrible crime in the USSR. Actually such economical crimes were treated as attempts to destabilize socialist economy, and were punished like high treason - up to death penalty. So when they were warned that an inspection comes, they destroyed the evidence.
