Redjak's discovered that his secret lair in the abandoned missile silo was in fact part of a wider complex of underground facilities, all of which have been lying forgotten and unused in the darkness since the heyday of the Cold War. So he's undertaken a rolling program of exploration, surveying and structural analysis, identifying which sections can be repurposed for his needs.
The changes in ground water levels over the decades have lead to many of the chambers and shafts being breached and becoming deeply flooded with treacherous areas of muddy slurry that cannot support heavy objects (i.e., women) and swallow them up. These will become deadly pits of sinking mud for his future victims.

His preferred method of storing his victims is to mummify, gag and blindfold them and hang them upside down in sound-proofed, concrete cells, locked behind blast-proof steel doors and to continuously monitor them with cameras and microphones. Storing them until the time comes for them to go to one of his underground quicksand pits, that is.
