Look in the FAQ. There is an explanation of this exact question.

Where is the FAQ? I can't seem to find it. I noticed under the thread quicksand fans rules and it said that an announcement would be made there when the FAQ was hammered out so just wondering cause i didn't see it.

It is the phpBB3 FAQ - exactly what you need
