How to attach a picture to a post?

Can someone please explain how to attach a picture to a post. I can't seem to make it work. Thank you.

The procedure is simple and should be obvious. However, it may be that attachments are not allowed in the sub forum where you are attempting to post. You do not say which sub forum that is.
