This looks like it was shot right down in the Santa Ana river there in Norco.
I have explored the Prado Dam area. Looking at it now, on Google Maps, it looks like they re-worked the Dam. I recall there being sluice gates on the western end, and the spillway had a much larger patriotic painting on it. In any case, it's a vast area.
I imagine that this video was shot after some high water in the river. Nice looking stuff. But you would have to go there often to catch conditions like that.
