Name that scene!

I was wondering if anyone knows what this is from? It is a male submersion scene. The character is wearing glasses and either a puffy red coat or the Mcfly lifejacket. There is a storm and thunder and the character has an inhaler that they are taking when they are suddenly pulled under.
