It does sound familiar, but I couldn't say when or from where. We don't really have anything similar to that it the UK our ripostes tend to be a bit more brutal and a lot longer e.g. "The tendency to whining and complaining may be taken as the surest sign symptom of little souls and inferior intellects."—LORD JEFFREY
