How about Prof. Clifford Jones (Stewart Bevan) from "The Green Death"? He knew that Global Chemicals were lying about their new chemical process being Waste-free, he came up with an environmental-friendly species-specific organic pesticide that wiped out the lethal giant maggots, AND he even convinced the sceptical Brigadier Lethbridge-Stewart of the rightness of his cause (basically, Green Party ideology ten years before the Green Party actually existed in Britain!).

My clear choice for this is Binroe the Heretic. While he appears in only one scene and is a fairly minor character even there, he is memorable and has a good deal of character development.

My second choice is less certain but is probably Grandma Tyler.

I limmit myself here to the original series as I have not seen anym of the most recent two seasons of the new series.

I'd have to vote for Garrin and Unstoffe, the spacefaring con men selling planets by pulling the old "seeded mine" trick with a lump of Jethric. The Graff Vinder-Kay probably counts as a villain- or does he?

Just remembered another one: Sabalom Glitz from Trial of a Time Lord, who proved popular enough to bring him back for Dragonfire. Also, be it noted, something of a con-man - I sense a theme here.
