OK, here is the answer:

In "The Mind Robber (Season 6) - I made an error with the final clue - the protagonist is a human writer who was taken to a place where everything is fiction and forced to write more fiction. When the doctor and companions arrive the writer tried to get the doctor to take his place. The writer is referred to within the story as "the master" but is not the character we all know as such. Therefore he is the answer to when is (or was) the master not The Master.

My apologies for the last clue, which said it was from season 1-5.
