Been something of a lurker here for years, but hi. Figured I'd contribute.

Game Title: Path of Exile
Platform: PC
Area Number/Name: The Oasis in Act 9
Notes: It's just a debuff that effectively slows down your character while standing above a certain area.

There are seven classes with two other female classes, though I don't plan on leveling builds with any others in the near future. Act 9 takes a good amount of hours (for me) to get to and the payoff isn't great.

Based on the DLCs provided on Steam and on GOG, only the Eternal Scholar costume is available.

The PS4 is on the same boat, which is why your claim confused me.
