Potential new forum?
Hello. I am kinda new here but I've been around on DA for a little bit. I was thinking about starting a website dedicated to QS and I wanted to see if I could post a link to it here when it opens up. But given recent issues with the owner of a past forum, I feel like I should ask for permission first as I don't want to stir up any unwanted conflict for myself nor others. As a writer I simply want to make something completely centered around stories and art of members of the community.

You don't need permission.
If you want to make a new forum, make one.
If you want my personal opinion, I would advise against it. As I said on dA, the community is already small enough as it is, and there's little incentive for people to post on QSF, dA and your forum if we're more or less talking to the same crowd. Unless your site offers something new that current communities don't offer, there's not much reason for established contributors to split their time and attention to smaller off-shoots of small communities. As a writer, I already get little feedback and interaction here as it is, so my question for a new forum focused on artwork and writing would be: how would it be different?
Here, at least, I can do it in a moderated environment where we don't tolerate gimmies. We ban people who are here to cause trouble - and we give them way too much opportunity to make up for supposedly sincere mistakes. And we've had enough. We don't need to put up with people with multiple personalities and sexual frustrations. There seems to be this perception that QSF is censored and authoritarian, and this is unfounded. The most I've had to do is delete double-posts and block out pirated video links. If someone's going to harass other users through PMs and pretend they're the victim, they get banned.
One such user created the forum you refer to, Scorpion. I'm not sure if you appreciate the scale of what has transpired, but there was never any intent for that forum to be a free, open and friendly community. It was all an ego-trip.
It would be a foolish idea to associate with that kind of person and that kind of community. He is persona non grata. As you have been active in that community, I distrust you by association. I'm not sold on the "Hey, I'm making a new site" line. We're not that easily fooled by dangling carrots anymore.
If you actually have honest intentions, great. Just know that this is the scenario you've working with. Here, we clean out undesirables. They'll congregate to new, free forums while established content producers will stay in place.

Everybody misses the quicksand sites of THE OLD DAYS like Kaol's site, Quicksand Artist, "The Quicksand Page", etc. They were fun to check and occasionally find new content. I would consider making a site like those -- there's definitely potential to fill the gap left by some of those sites! However, you have to make some compelling content for that to work.
I don't think you wanna make another "discussion board" format, because QSFans is the biggest forum, yet it's not really all that busy here. I used to post a lot more discussion back in the day, mostly on old Deep Sinking Forum, but I think I finally hit a wall, and I can never think of anything original to discuss.

I think it would be neat if someone created like a SIM oriented virtual sinking site. Where each member created an avatar, met other sinkers in a virtual chat room that looked like a bog.
Perhaps they could virtual sink with other users while discussing their fetish.

Right. He arbitrarily handed over moderation of the site he created to remake the QS world to someone who showed up and made one post before getting the job. Call me skeptical. Then you got in a fight with yourself after being shut down and declared a pariah everywhere from VK to DeviantArt and here. You need to go away.
